The JDL chapter represents the critical street level arms of the League, where JDL services and activities are carried out on behalf of local Jews on a daily basis. Each chapter of the Jewish Defense League is given substantial autonomy so that the local JDL leader has the flexibility to operate according to the needs of the community and the resources available. Some JDL chapters are very active publicly, while other chapters may be no less active but prefer to operate less conspicuously.
